Scene Description: The US Navy is operating a ferry service as well as safeguarding American interests in other ways. This picture, from Shanghai, shows a group of American refugees, picked up by a destroyer, transferring from the destroyer to a tender to take them to the Steamer President Hoover. a few miles out of Shanghai, the Hoover, on which they sought safety, was bombed. Note the American sailors on duty were steel helmets as protection from shrapnel, etc falling after anti-air firing by the Japanese and Chinese. Sept. 3 1937.
