Minted in 1923 to 1924 to commemorate China Warlord Xiao Yaonan's ascension as the Viceroy of the two provinces of Hubei and Hunan. Xiao was appointed by the President of the China Republic Tsao Kun as a reward for helping Tsao in his sandal-ridden presidential election campaign.
萧耀南（1875-1926）湖北黄冈孔埠萧家大湾（今武汉市新洲区）人。1921年任湖北督军,1922年7月，黎元洪为大总统，顺各省自治潮流，实现军民分治，任汤芗铭为湖北省省长。直系曹锟和吴佩孚得信后，电报北京，推荐萧耀南任湖北省省长。1923年任两湖巡阅使.1924年至1926年任湖北省省长.陆军上将.此章为萧耀南在
